I can open them once, but when closed it will not open again at all or cannot access it at all unless I reload the page. I use the original Dynamic Lighting and not the new one. I'm also on Chrome.
Me, too! Really annoying when you as a GM want to take a look at the Handouts you are giving out in a session... (or want to recap what happened)

I've noticed this happening with handouts that are popped out. Once closed, they cannot be re-opened. I would suggest filing a  Help Center Request  giving reproducible steps. It will create a ticket for the glitch.

I have filed a formal  Help Center Request , complete with console log. I have also verified that the problem occurs when you have popped out a handout and then closed it. It also only appears to happen in Chrome. This may be related to a recent Chrome release that broke a few other Roll20 behaviors.

Thanks for reporting this bug.  I do use Chrome and it absolutely has been happening to me recently.  If more information is needed on the bug, I'll be happy to add additional information.
