GM looking for players to play in epic level campaign.

I'm interested because I've always wanted to run through the Nine Hells as they were presented in 3.5. Fiendish Codex II had so much promise that it begged to be an ultimate end to any campaign and everyone would be happy with that capstone. Now trying to start there makes me think of one issue. There's one big thing to point out when trying to recruit for an epic level campaign: Explicitly state which rule-books you'll allow and mechanics you'll use. I'm not a power-gamer but I've DMed where one person is absurdly more rules savvy and what they bring to the table is a beast that just picking a level 20 class with some prestiege levels and some awesome magic items has no bearing on. You might as well have a grasshopper and a Tyrannosaurus Rex in a party and the encounters are all meant for the grasshopper mechanically.
I am interested, but never played 3.5 before. The setting sounds really interesting and if you can help me with making a character and stuff I will be willing to play.
I can help you with making a character if you want, and im not letting people play pun pun or anything very op If there is a race or class someone wants to play that is to op i will not allow it. I'm not just letting people play anything they want, just I can make anything into a playable race if the person wants that. If after I make it a playable race and I find it to op i will not allow it.
