The Eberron rules (p.281) give what amounts to a discounted price on common magic items, reflecting the prevalence of magewrights in Eberron. The discounted price is 2d4 x 10 gp (and no expense to search), which, in comparison to XGE (p.126) price of [cost of searching] + [(1d6 +1) x 10], basically comes out to a 50% discount. There's no special Eberron discount for uncommon or rarer items, with the exception of the use of a dragonshard to reduce the costs of crafting an item; of course, you have to have a dragonshard (which gets consumed in the process) to earn that discount, though. As to downtime--that's up to the group. Other than increasing signs of mental distress among the populace, additional time for whatever weakening is underway in the barriers between Dal Quor and Eberron to progress, and the potential to miss an opportunity to secure a Doomvault key shard, there's nothing obvious compelling the group to rush off to its next confrontation. The group took time before responding to Edvald's invitation, and could potentially take time again now in Sharn: it's your collective call.
