[Decks] Can GM remove cards from player hands? are there commands/macros/apis to do so?

At least partially yes. Ya gotta have roll20 subscription to use API scripts. keithcurtis of this forum, is the author of the best Card Deck related API scripts, available "in the One-Click". The !commands for that API can be saved as Macros, and does as-much-things as Roll20 allows the API to do with cards so far, and YES i believe that would include Remove Card from a Player's Hand. The documentation for his API will answer this for-sure.

The script can give from a named deck, and the latest version can give a specific named card from a named deck. You can also take from a player cards from a named deck, but I don't think you can take specific named cards from a player. I keep meaning to go back and add that, but never seem to find the time.

What is name of oneclick script please?  thanks :) will give it a try - since my decks might have only one card in them - that might be enough (also have PRO - this is my "playing" and forum account)
