One should be able to tint tokens/tiles on the map layer too, and not just the token layer. Or did I miss it...

Images don't have the full array of controls available on the map layer. You can still pop an image to the object/token layer, set your tint, and then move it back to the map layer. The tint will remain.

You don't even need to bring it to the token layer. Just double click the image and it'll bring up the settings box.
