Roll20 Camera Feed Loss when off browser and streaming?

So I'm having this annoying issues with Roll20 video. I’m using OBS to stream on Twitch. The problem is, every time I switch to a separate window than the Google browser (to like check my notes, NPC stats or look up a ruling), it cuts the video out on Roll20.  This causes intervals on my stream where everyone’s video box is cut off only to resume when I go back to the browser window.  Now it’s been over a year since I streamed my sessions, and it wasn’t ever like this before for me, so what’s changed? How do I fix this?  I’ve provided two screenshots of this happening.  The first shows my browser where my game is at, and to the right you can see the OBS program streaming. All looks fine.  In the second picture, you can see I'm looking at my document to review the statistics of an enemy they are battling, and to the right, again, my OBS program streaming except you can see that the video feed is off (audio is still there).  Meaning anytime I move off browser, the Roll20 camera feed stops. This has never happened the last time I played and streamed (granted that was almost 2 years ago so something changed) so now I need to know how to stop my feed from cutting out when I do something off browser?
ADDED NOTE Yes I'm using one monitor. While the stream capture is only capturing the browser and not everything else I do to the side, anytime I switch to my documents or go to my files, the video feed turns off. So my entire stream is filled with intervals of the video feed cutting out anytime I do anything on a different application. HELP!
UPDATE So I'm using Windows 10, my Taskbar doesn't drop down, and I've noticed whenever I leave my cursor hovered over an application, the video comes back on in my OBS window stream. When I'm not in the browser using the camera, or when I'm not hovering over the icon of an application in my Task Bar, the video cuts out.  Why is the video in Roll20 connected to my applications on the Task Bar? Or is it something wrong with OBS? I want to also make sure to let everyone know that my video feed doesn't cut out for the other players. If I'm on another application they can still see and hear me. There seems to be a weird connection between Google Chrome, Roll20, my taskbar, and OBS. 
It looks like you using Chrome? Chrome and Firefox have such relentless update schemes and it would not surprise me if Chrome has been optimized to only update the window when it is really visible. Using OBS on linux, i've witnesses that OBS does not capture Chrome and Firefox on the same way. Try Firefox as an alternative.

I have no issue now using Firefox. Which sucks cause I prefer using Chrome but ah well. Hope the techs can figure this issue out with Chrome!
