Trying to organize handouts in folders, cant seem to figure it out

Like it says in the subject line, I cant figure out how to populate a folder to keep handouts organized better.  My DM in another campaign was able to do it but he hasnt visited it in a while so wasnt able to instruct me.  I can add a folder, and it has a little plus/ minus sign next to it but Im not able to drop items into the folder.  I can create a new character in the folder, it seems. I also am unableto move the handouts around just to organize by keeping like things in close proximity to each other.  I'm sure its user error, but please advise me.  The community hasnt failed me yet with my prior posts of user error, or lack of knowledge! Thank you in advance. I posted this in the Character sheets section about a half hour ago and just realised this is the better place for this question, so sorry for the double post!
To rearrange things in journal tab, into folders. Make sure you have the folder open (a - to the left of the folder, not a +) Click-drag the 3 bars to the left of the handout name and drag up and down (the spot it is being moved to will highlight and indent to show what it is getting moved under). Release when desired spot is highlighted. Hope that helps.

I have a long campaign in progress, so lots of handouts. To keep the list from getting crazy out of hand, I tend to group my handouts together in one master handout the players can access. I do this by linking the minor handouts to the master handout and then archiving the minor handout. To link your notes just put the name of the note (exactly as you have it written) inbetween brackets [ Name of handout]. Then just archive the original note and you save yourself from having to scroll down a long list.
Thank you!  I watched a tutorial for this move but never acted on it.  I will attempt to set one up like this now. I just organized everything in files, player says its much better now.  But I think by doing it your way things look less cluttered since the items are archived?  I lack vision for these things, unfortunately.
