Actually, it can be done, though it usually needs good reason. I don't know if a Help Center Request can do it, or if you will need to write to <a href="mailto:team@roll20.net" rel="nofollow">team@roll20.net</a>. The owner of the old and new accounts will need to verify the intent to make the switch. Note that it is unlikely to be done if the game was built on a purchased module. Art assets in the game will continued to be tied to the original owners account. Only the ownership of the game changes. I can't promise the team will make the switch for you: it's not advertised or guaranteed anywhere, so they may decide not to. But it doesn't hurt to try. :)
