I noticed that if Dynamic Lighting is enabled, you're unable to rotate text placed in on any layer, but as soon as you disable it for the page you're able to do so. Was wondering is this is a bug, or some weird side affect that Dynamic lighting has on text.
I experience the same behavior (text box rotation handle is disabled on pages where updated dynamic lighting is enabled; text rotates normally on all other pages).
I agree this is broken, but there is an arcane workaround. If you select the text then press and hold the E key, your mouse wheel will rotate the text.
