There's a button with a — on it that adds a Horizontal Rule like this: In the forum, it's the last button on the tool bar. I don't recall its position in the in game editor, but it's probably similar.

You can also press Ctrl-Enter (Cmd-Enter on a Mac) to produce the horizontal rule.

Thanks! What about a vertical lines it has in a few official handouts too (that one on the left side of the text)? (Blurred just in case it's against the rules to post paid content like this)

The quote style effect looks a little different on Character Sheet Bio-Tab, but basically the same effect & similar button to activate it as here on the Forums. Quote style has the vertical line on the left. Dr DM said: You mean the quote style? Like this? From the drop down on the top left?
