I would like to gift someone X amount of dollars to spend on the market place but ...

I don't know if there is an option where he can spend it on the market place stuff like tokens and maps ... The only option I've seen is a bit vague about whether or not it's for subscriptions or not. He doesn't need a subscription. And I'd like him to have the freedom to spend it on whatever he likes. If I gifted someone some cash, could he spend it on anything or does it have to be a subscription?

At this time you can only gift money to someone for subscription. You can purchase marketplace items as a gift to a specific person. Best option is to ask the person what they want and purchase as a gift to them if you do not wish to give them cash (or paypal or some other method). https://help.roll20.net/hc/en-us/articles/360047209433-Gifting-Marketplace-Items
Much appreciated. If you guys can, no idea how easy that would be to implement, I see it on other sites. That's definitely a feature I would make use of often.
In the mean time I'll just do some shopping the old fashioned way. haha
