Possible Charactermancer Bug

It appears when a Bard reaches level 10 and gets to take Magical Secrets, (not Additional Magical Secrets) that the charactermancer is allowing the character to both take the magical secrets (which are supposed to count against spells known) AND select two more spells.  I can't confirm this for levels 14 and 18 since I have not leveled my character to those points in order to test it.  Have I been interpreting Magical Secrets wrong this whole time or is it a mistake with the charactermancer?
