Restricted Movement with Dynamic Lighting

I am a relatively new DM and am having issues creating boundaries on maps for player tokens. I can set dynamic lighting barriers just fine, but the tokens are able to move past it. I cannot find any of the restrict movement options mentioned in other threads, they are not listed anywhere in my page or token options.  Any help would be greatly appreciated.

The restrictions to movement only apply to tokens with vision, and only apply when you are a player or when you are looking at the view of a token with ctrl-L (cmd-L on mac).

On the Page popout tab, click on the small gear icon to open the Page Settings.  The option to restrict movement is down at the bottom.

I feel like an absolute dunce for missing this.
