Right click pan bug

When I right click the map with the move/select tool, moving my mouse then pans the view.  As in no matter how I move my mouse the screen pans.  I've tried right clicking the map again to turn it off, left clicking, holding the mouse button down, but nothing fixes except to change to the actual panning tool and click and drag.

I am having the same problem. It happens every time I right click.

Do you have Sticky Keys enabled?

No, I do not. I was able to fix it but only by deleting the page it was occurring on. For some reason, the other maps in that campaign were not affected by this bug.
