Drop the image onto your Roll20 tabletop,
Right-click or command-click the graphic, choose Advanced > Set Diminsions > pixels > 2160x2160
It sounds like they have an image file with improper metadata. Probably a save of a asave of a save. The file may have the original dimensions but its got an edge to it or its been cropped some so it no longer matches it. The align to grid feature should solve your problem somewhat but when you use it, zoom all the way in. If the image is not designed to be flush with a grid snap, hold down ALT when moving the map image to align to the actual roll20 grid. This is notorious with crap you find on reddit as they purposely make their previews and samples with a crop that screws up grid aligns, I assume to get people to sign up for their patreon or something.
If you are trying to match it up to a grid, you need to know how many pixels per grid. A map with 100 pixels per grid will not use the same overall dimensions as one with 70 pixels per grid.
Are you trying to match a pre-printed grid? If so, does the grid align with the edges of the map? If so, size by units (squares) instead of pixels. But Gold is right, screen shots will show the issue much more clearly.
The problem you are experiencing is a common one. The map is not cropped to fit the grid. No amount of simple resizing will fit it to the page.
Hold the alt key down and maneuver it until the squares line up. You will have extra space on top and left. This is inevitable, unless you were to crop the image outside of Roll20. It would be difficult to tell you how to do that precisely, unless you are experienced in graphics programs. Holding the modifier key down will keep it from snapping. The map is now set up so that two floor tiles equal one map square. Check for matching near the corners.
When it all looks good, set the page background to black, and no one will notice the fact that the images doesn't reach to the edges.
Now, there is a "3x3 Roll20 grid" sizing square, but I would ignore it. It does not match the floor tiles and will lead to confusing game play in my opinion.
