Only the thumbnails are displayed where live video used to be. There is no audio. The settings where I used to be able to chose input and output options is no longer in the menu.

Are you the GM or a player?  This sounds like what you have access to if the chat tech setting has been set to "None".  If you are the GM, you can re-enable chat tech to make the other settings visible again.  If you are a player, then the GM must not be using the Roll20 audio/video at all and has turned it completely off.
