Solutions to Laggy Animated Effects?

Hello, I am sure this has been brought up before and I apologize if I'm reposting something. Do we have a solution to the lag that ensues when you add things like animated fog / weather overlays etc to maps. I feel like we're in a day in age where these things should be able to be on our screens without lag. I have noticed that sometimes if you leave the map and come back not only does it lag but the animated effects will then be like whited out as well. any solutions to this issue? I did pay for these overlays and it feels like I have to use them with great caution because they often times create more headache for players/myself than they do added effect to the game. Animated effects is an awesome feature for Pro users and I feel like its something we can barely use due to it not really being functional.

Easiest thing to do is to hit the Report button on your top post (you won't get in trouble), and explain the issue in the report. Hopefully a kind moderator will move or delete the post for you as asked.
I don't think its performance on your pc's, its their service.  You can see proof if you load and host a session on the dev server.  I find just about everything runs smoothly over there, often pondered moving to it but never bothered.

I'm not sure if this might be related to your problem, OP, but in Chrome, you may need to enable hardware acceleration, which uses your graphics card to render some effects. 
I have hardware acceleration enabled on chrome. I can also assure you my PC specs can run new games on ultra graphics, its not my PC.
