it is possible to create this sheet?

i have no experience with any type of coding and i am wondering if this sheet is something that could be made? i have browsed the forums and lots of the coding and i am lost trying to understand how i would go about making this sheet if it is at all possible.  there are some other sheets but if this one is doable then they should be also.

That layout is very doable in Roll20, although some changes would probably be advisable to properly port to a digital mode. Where things get hard is trying to take care of complex game mechanics.
where would i start or should i ask someone to make it for me?

That reminds me, I should type up my "Super Simple Guide to Sheet Creation", using excel/google sheets for simple sheet templating... Scott, I'd recommend editing the first (and maybe last) post of each thread in that series, to add a table of contents, so you have a link to all the threads. Maybe with "this thread" being emboldened. Paul, if all you care about is layout, that is an extremely easy sheet to turn into a roll20 character sheet ("extremely easy" means there'll still be a fair amount of repetitive work involved, but the actual process is very simple).

It will likely mean some JavaScript coding and using the roller macro system to create rolls. What exactly you need will depend on the mechanics of the game.
