Unable to move player bars on map

My group uses decks so when I need to see what card was drawn I need to move my player bar down to see the pop up window. I used to be able to do this but can no longer. No one else in my group has this issue and I have tried turning video on and such but the player bars are stuck at the top of the screen.  

The option is in a new place. Go to My Settings > Audio and Video. Even if you have video and audio disabled, make sure you have Chat Tech set to "Roll20 WebRTC" rather than "None". (Choosing "None" will hide the location option for player names and avatars.) Then, select the "Video Display" tab: there should now be a "Player video/avatar location" dropdown menu. Choose "Bottom (default)." Does that solve the problem, or is something stranger going on?
