Animated gif when a natural 1 is rolled on any D20?

Long story short, I saw these when I was browsing around, but didn't quite get it. Fnux made post about it in "tips and tricks innovated solutions to common problems", but it was a bit convoluted. I know that it mentions using web hosting, but are there specifics that it has to follow, as in, can I use my google drive to do the same? I also want it to function at all times for everyone. Or is this something that is set to every attack and/or save? Also, trying to avoid using an API.
Customizeable Roll Listener.  I have a soundboard for critical fails and successes everytime npcatk, npcfullatk, atk, atkdmg fire with a critical failure and fumble.  You can do some really amazing stuff with CRL and I'm amazed that it has not been picked up and maintained.  I have sounds play when those same templates spit out sword, bludgeoning, and piercing as well.  I also have funny lil sound effects and gifs spit out for when players use their signature moves as well.  And what is absolutely amazing about CRL is that it circumvents the annoying bug where a macro/ability can sometimes not fire multiple api commands.  CRL seems to be 100% successful from what I can tell.  
Oh it also lets you have sounds play for players without having to give them control of roll20am which is useful too.  As CRL technically is you playing the sounds.
