Overworld map lighting issues (w/o player tokens)

New user to roll20 here. I am looking to use a hex overworld map (ex: 5e Curse of Strahd or ToA) to let players see the lay of the land and where they have been in the past. I plan to reveal parts of this map as players progress. I don't plan to have any player tokens on this map as it is just as reference tool. I am using the "launch as player" link to check what the players will eventually see. I have tried using the new "place light" tool but cannot get it working. As GM, I add the white torch token to the DL layer (i have also tried all other layers) and can see the bright and dim concentric circles on the DM map. I have tried changing all the settings in the "dynamic lighting" tab on the token. Nothing translates to any vision on the player view. How do I reveal any/all layers to players with this tool (without any player tokens on the board)? I have also tried using the "explorer mode" and can reveal rectangles and polygons to players. But the player view only shows greyscale map layer without any names (from the Objects and the GM layer) of places. Can I reveal the true colors of the map layer? Can I reveal all layers with this tool? I'm sure there are simple solutions I'm just a little bit overwhelmed with all the options and forum posts referring to previous dynamic lighting systems. Thanks!

If you are going to manually reveal what they see, I wouldn't use dynamic lighting at all, but just use Fog of War.  The toggle to turn it on is at the bottom of the main page settings tab.  You can reveal from the token layer using the reveal tool on the toolbar.
Thanks. Fog of war was much easier to reveal manually.

For this purpose, it's a much better tool. DL is designed specifically to work with token Line of Sight.
