{5d12k1s} Would it be possible to instead fail when three and above out of five dice rolled roll as 1s instead of any 1 rolls failing it using {5d12k1scf<2}? Or would this take an API to accomplish.

If you are using the dice for anything else (like checking the result of the highest die), then no, it can't be done. Roll20 dice can't check two different things on the same roll, and for that you need the API.
