Pretty simple little bug. You can usually select the draw tool directly from the menu on the left side of the roll20 interface, however if the circle draw tool was last tool set then it cannot be re-selected from the primary draw tool button if you've clicked away from the draw tool (eg. onto cursor mode); you have to go into the draw tool submenu it'self and select an option from the sub-menu to reselect the draw tool. Pretty sure the draw tool's interface button shouldn't be changing behaviour based on the sub-tool selected outside of what tool is used, thusly; reporting as a bug.
