Context: I am the Owner of the Game, the Macro in question is in the Collection tab and was create by a GM. Issue: I can roll it, but I can't click into it to Edit or Delete it... What am I missing/doing wrong?
You are doing nothing wrong. That is a quirk of the game regarding macro permissions. You can probably edit or delete it with an API script, but only the creator of a macro can edit it, unless it was created at game creation time (like from a module). Hmmm... this is another good argument for using a Macro Character Sheet instead of collections macros.
It'd be really nice if the OWNER could view / edit ALL Macros in a campaign. Just in case you need to modify it and the GM who created the Macro is not present (anymore)... I know you can make macros visible to players but those are not able to EDIT them, just roll on them / use them. Macro Character Sheet is a thing, yes, but not always doable / needed...
