Absolutely. This is a glitch that happens sometimes. It can be caused by running some 3rd party extensions, but can also occur when there is simple data corruption. The handouts created have no IDs (or in actuality, an ID that is improperly registered and not named). For example, they cannot be found by an API script until they are opened and closed manually. Manually deleting them does not solve the problem. David is right that a Help Center Request is necessary in order to fix them.
