When you resize the character sheet, only the frame resizes, not the visible area. This is with the roll20 d&d 5e sheet and an old legacy sheet, that i tried. On a windows pc, with firefox, chrome, and opera, and on an iPad with opera, safari, and sleipnir. This makes it practically unusable in a browser that pops the sheet up small.
