I'm looking to run a a Pathfinder 2 one-shot or two for my group on roll-roll. I see there are some like Sundered Waves. Do those require having a license for the PF2 core rules in order to function correctly?
Nope, you do not need to own anything in Roll20 to run a game. And, if you purchase a module it includes all the tokens, characters, etc you need to run it. From there you just need a source for the rules, which for Paizo's PF2, are free or can be purchased in a variety of forms (book, pdf, etc).
