Is there a way to place a map element on top of the tokens?

Im trying to make some sort of 3d map where players can go underneath arches and other map elements but it gets really hard to manage once those players are underneath those elements. Even if part of the token is showing, the hitbox of the other elements can make it really difficult to select said token so im wondering, is there a way to keep an item on the map overlay while simultaneously make it stand on top of the tokens?

No, the Map layer is below all of the layers.  There has been a suggestion for a "Foreground layer" that might do something like that, but at this time it is just a suggestion. The Devs have it listed as being queued, but no timetable on implementation.

Would be nice to see that suggestion make it throught.

Tiles on the map layer can be stacked. So you can create a map that the players first see with say a bridge view from above. If they choose to go under the bridge then you go to the map layer, select the tile for the bridge and send it to the bottom (Send to bottom) of the stack and reveal a tile showing whats under the bridge (dark to represent shadow, lurking monsters etc). Player tokens are always on top and accessible. When they come out the other side you can put the bridge back by changing the stack order (send to top). You can do the same when a party emerges from a dungeon - you suddenly turn on the tile showing the cliffs, buildings etc. You can do it with building as well but usually the maps are to involved for that. You do need to leave a bit of the tile exposed so you can click on it to select. Tiles can be part transparent so you don't have to redo entire tiles.
