Set token to ignore dynamic lighting

Is there any way to set a token so it's not affected by Dynamic Lighting? Specifically I'm creating an alley scene and would like to preserve the dynamic lighting within the alley but have the rooftops be dimly visible in the moonlight.  I'm surprised there's not an easy token setting that allows it to go fullbright and remain unaffected by the lighting. If I could just do that, then I could tint the rooftops to appear dimly lit while the dynamic lighting plays out on the map beneath it.  Any suggestions? Thank you
