Countdown timer, viewed by all, run by DM-designated individual

My games have a lot of conversation in them, MOSTLY  RP, but sometimes even in battle .  Problem is the speakers start overlapping.  To help resolve said overlap I would like a timer in the window counting down the seconds/minutes allowed ( start/stop & time set all run manually by a DM-designated player ) for each player to make his/her point. After all, what is more impartial than a timer??? Bonus points if a secondary "Turn-order-like" list is auto-generated for each game's list of players for use in this timer function. ;)  Thanks to the programmers for ALL they do!
