Add ability for the DM to Lock text on the token layer

Hi, I'd appreciate being able to lock text on the Token layer (as a DM) - firstly, it's annoying whenever the text gets accidentally moved, secondly it's annoying when Players move it and don't put it back where it was. I want them to be able to "edit their notes" outside of Handouts, but in practice it becomes frustrating when the text on the Token layer doesn't stay where I put it.
