Round by round changes

I recently created an arena map and wanted to have 15ft long flames spouting out of the wall every other round, I eventually got tired of putting them to the DMs layer and then back to map layer every other round. I suggest having some sort of ability to make a part of a map appear and disappear after a round has been completed in initiative to circumvent this. Sorry it isn't worded particularly well, I'm not exactly sure how it would be implemented.
That could be done through the API, but you have to be a mentor to use that and requires knowledge of javascript.
yeah, i mean something that can be done by anyone, perhaps just adding in a new right-click menu option like: 'change to GM layer every X rounds'

(so I could see if it was added, people complaining they need it to do it by a set second/minute counter based off their rounds time). Could do it as after "x number of attacks change" but then that wouldn't still be "all system friendly" as like in our game 1 attack isn't a fixed amount of time, because someone with say 12 attacks goes a LOT more times over 15 seconds than someone with 4. So each of his attacks is 2 seconds between, while the other guys is 7(ish)
What i mean is use the initiative minibox and when all characters have had their attacks done and it goes back to the first person, then the map changes... therefore it doesnt matter about the time...

This sort of automation is exactly the reason the API was introduced.
What happens if you dont know java? Is there still a way to do it? And will api be available for non-mentors at some point?
Nope and no.

If you do not know java you can ask the API forum for help and someone may make the script for you. However, the campaign owner needs to be a Mentor to use it.
