I hope to upgrade to mentor status soon, just as soon as I have the funds to do so. Dynamic lighting allows for this by default, if I understand your question correctly. By default when a token creates light only people with control of that token see the light at all. So, assuming each player in the wargame has control of only their own units, they will only see what their units can see. If you want everyone to see a light you must check the "All Players See Light" box, which is usually used for torches and other environmental lights that nobody has control of, or a player if they're holding a light source. So, unless you plan on doing something fancier than pure vision, no API is needed, just standard dynamic lighting.
