Unable to adjust HP Overlay to be visible to Everyone

The HP Overlay Setting is set to be Visible to Editors, but the menu disappears whenever I try to select "Visible to Everyone". HI FrankenFalconi! Do you have the bar size set for "compact"? Without screen shots, its difficult to suss out exactly what's going on.
