I'm running a deep sea exploration adventure and looking to give my players a narrow flashlight, but the feature that usually lets me be sure that players are committing movement to their vision doesn't have any affect on rotation. I'm likely to retain control of the flashlight myself and tell the players it's a sizable prop and not a handheld device. If I gave direct control to a player they'd just windmill spin and defeat the purpose of that narrow cone of light.
