+1. I would actually say more specifically that you should be able to right-click in the Journal anywhere and add a Character, Handout or Folder. As a GM, your list of items in the Journal can get very long, even with folders to organize, and it would be helpful to have the item created where you want it, rather than having to scroll up to find those buttons, create the item where the Journal thinks you would like it, then having to move it to where you would actually like the item to be.
