Hi Vince,  This is not a bug, it is how Roll20 is currently designed. Here is the help file for that. If you scroll down to the bottom you can see the FAQ entry regarding Form Fillable PDFs.

Since no variables are available with the PDF, no informations can be stored... you can type them in, but they are not saved... Vince said: Just reposting this, cause it would be really nice..
