IME, as-presented, the inputs and rolls are not difficult and wouldn't take much time to implement. Probably ~2hr. Layout and aesthetics are more problematic if the same borders, images, symmetry, etc. are desired. ~3-4hr. If that's not as important and basic borders and "similar" layout is OK, ~2hr.
Important considerations;
1. Many rpg systems track equipment, gear, resources, special abilities, etc. and many will require repeating sections. I'm not seeing those kind of sections in the sheet image other than the big open area under Skills. Is this just a large text area to handle those types of attributes or would those sections also need to be implemented?
2. Are there attacks with this system outside of just rolling stats and skills?
3. Roll template - depending on the system (ie the dice/roll mechanics) this can also take a little to a lot of time to implement.
4. Is this a known system or homebrew? Will it need to go onto roll20's repository?
With that in mind, the cost is probably anywhere from $0/h (ie doing it yourself (https://cybersphere.me/roll20-sheet-author-master-list/) or finding a passionate volunteer or wanting the challenge/experience) up to $50+/h for someone that wants/needs to get paid for their skills.
You might add a little more information to clarify what you would like included with the sheet.
I'm sure I'm missing some things that other's may bring up...

the big area is just to add weapons like text , a place where i can add weapons and there damage die usualy 1dx!+attribute , the ! means that the die is exploding but what would be best was a generic field with a roll button i can edit with my own roll code, but if its difficult just the sheet and then i will just connect macros to the pc token
In general, I'd agree with Vince for the general layout and styling. I'd also add that the cost is going to depend a lot on the rules. Is the roll system complex? are there many different calculations to do? and many other issues. A good roll template also usually takes between 2 and 5 hours (depending on system complexity).

yep, something that I have found in making sheets is that the more open ended a system is, the more difficult the sheet is to actually make.
Systems like Pathfinder or D&D have a lot of calculations they need done, but how those stats interact is actually very well documented and pretty static.
On the other hand systems that allow the player/gm to define how things run on the fly or what the roll even means are an order of magnitude harder to code because there isn't any defined meaning to anything.
Long story short, no one can give an actual estimate unless they can read through the rules for the system.
But in basic i just wanted that sheet and as I said all stats rolls just a d20+ stat(-3 to 9) skills the same.
For weapon and attack rolls i will just make my own macros and dont have to be part of the sheet , so for the rest i just need to be able to write on the sheet with no mechanical funktion.
Did not want to incoporate the whole system just to be able to roll attribute checks and skill checks
Out of curiosity, I had a quick look at the Nimble 5e system. https://www.nimble5e.com/ Looks cool and I can see the appeal.
If this sheet were to be made available to the roll20 community, the fact that this is an RPG system based on/compatible with D&D5e (albeit a lighter version...) would suggest that there would(should) be much more to this sheet than what's being requested here. That said, I'm working up something that should work for you.
