Transparent Canopy

I am running a forest encounter for my players and would like to make the canopy be slightly transparent so that you can see the tokens running around underneath it. However, if I move the canopy to the top and try and select a token, it just selects the canopy. Is there a way to add a custom layer to the page? This way I could create a "Canopy" layer and still access the tokens underneath it. Is there a way to lock down a specific item? Like, could it visually be in front of everything else but make it so I could still select the tokens. Thanks for your help in advance!
It's a feature that's been requested for ten years now.  In the meantime, best you can do is have a partially transparent image on the token layer over the tokens, but that makes selecting tokens under it difficult, as you've observed.
