Friend's max health not updating

we on dnd 5e (2014 edition), and just like i said, whenever he or the dm edits the max health field on his character's sheet, it just resets back to 23 specifically. ive seen some folks talk abt the tough feat affecting it, but that aint the issue here as he does not have that. it doesnt seem like theres any other modifiers that he has, that could like be automatically changing that, other than a real low con, but like. 23 is the stat he ahd for healt like 2 levels ago we have certainly rolled and raised it past that since then. mild update: dm is seeing it as fixed, my homie is not

Hi jay!,  Please have the DM copy the token, paste it, and delete the original token. That may resolve the issue. 

ok so it does work for both of them when the sheet is looked at inside the game (max shows as 32 in there) so i dont think token changing would help. i've passed that on anyway. our main issue is that when the sheet is looked at in the personal characters page, the health is bugged as i originally described. and this is mostly problematic bc the player doesnt look at his sheet in game due to lag

There are a couple different bugs that could be in play here.  One bug: the token does not show the proper HP. That is usually due to a visual error.  Second bug: The token is "frozen" at the point it was created and does not update when things update on the sheet.  This bug can actually push incorrect values to the sheet.  Based on your second post it sounds like you may have the second bug.  The solution is to set up the token again.  Edit the token, set it up correctly, Save, then update the token to the Character (Use selected token). 

which token exactly would they be editing? from what i can tell theres like a bunch of different instances of tokens for each "map" you get pushed to

The key here is to update the token that is on the Character. It is that token that gets pulled into the game when you drag the character to the VTT.  If there are other copies of that character's token on the various pages you may want to replace them (drag a new copy from the Journal tab), or use the "Apply Token Defaults" option (though that may be buggy).

we've tried both of those and unfortunately on the outside of game sheet, its still showin 23

Could you clarify what you mean by "outside of game sheet"?  Do you mean Roll20 Characters or do you mean "popped out"? A screenshot would help. 

what i mean by"outside of game sheet" is in fact roll20 characters. thats what my friend is using to view his sheet, and is where we've noticed the bug that 23 in max health is the issue, whenever he tries to modify it from here it reverts back to 23 in seconds, or upon a refresh

At this point that is a Roll20 Characters bug. Not a Roll20 VTT bug, and as such your best bet is for your friend to contact the Roll20 Devs via the Help Center . 

and heres the "popped out" sheet on the vtt (which i assume means virtual tabletop?). it is showing the correct amount, as the dm edited it to be correct, and from what we can tell it's max health value seems editable

A note about terminology:  Roll20 Characters is the website version of people's character sheet.  Roll20 VTT is in the game.  In the game a player can have a character sheet open inside the VTT, or they can "pop the sheet out" which is the top left button on the sheet. That pops it out into it's own page, but it is still part of the VTT.
