Placing entries in Journals for Characters, not just for players?

Hi! I have often faced a situation where I have a new game under development, and I would like to have Journal-material (handouts, npcs...) available for certain player-characters only. I can place the entry in All Player's journal, but I cannot place them in individual player's Journal before that player has joined the game. Only after they have visited the game, the player becomes available for me to put entries in their Journal. Often this might be the very first session of gaming. What would make sense to me is tagging the entries based on a Character: if a player controls the character, they would see all the Journal entries tagged for that character in their own Journal. This would enable me creating a character and tagging whatever maps or handouts I have stored for that character to see. Then, when a player joins, I could give the control of that character to them and they would instantly get a bunch of Journal entries along with it. Currently I have to go and click all the entries I wish the player to have access to at the beginning of the first session. I would like to set up these kind of administrative tasks beforehand.
I will agree. I have the situation with players who can control multiple characters so knowing which Character is relevant to the handout would be useful.  From a GM point of view it is easier to just assign the information to CharacterA without worrying which IRL players need to know it. It would also simplify if a new player comes in to manage CharacterA...
