Item that LOWERS Ability Score when worn

There was a previous thread that's locked: https://app.roll20.net/forum/post/8302700/slug%7D So, I can replicate setting an ability score higher. I've dragged-and-dropped a Belt of Giant's Strength, and tested changing Strength to Charisma. I've also just cleared the whole mod field, and just had the Ability score set to a value. However, I'm trying to make a "Crown of Feeblemind" and I can't get it to set an ability score below the rolled value. Does the code/mod have to be typed differently, or can no item reduce an Ability score while worn? I've even tried "Strength:01" and "Strength:1", as well as played around with scores under, even, and just above the base value (Test example I'm playing with is a character with Str 14, so I've done "Strength:13","Strength:14","Strength:15" When using 13 or 14, also no change, but it does the familiar blue text with asterisk once there is a 15+ value entered.

Here is the wiki: https://wiki.roll20.net/D%26D_5E_by_Roll20#Mods There is no setting negative values, but you can set penalties. Calculate the penalty that gives the value.
