Hi Gavin S.,  Your best bet is to file a bug report with the Devs via the Help Center  for tracking purposes. Then open the character, click edit, and select Archive. That will at least get it out of your Journal tab.  The Devs are aware of the issue where sometimes when a player leaves a game and their character is a Roll20 Characters character that the character may be left behind and cannot be removed. Unfortunately the Devs fixing it manually may damage your game so they are looking for a better solution.  In the meantime, I personally suggest disabling the +Characters button and importing characters from Roll20 Characters or the Character Vault. That will prevent future recurrences of this, but require that players create their characters within your game after you have assigned them a character.  You can do that by going to Roll20.net Then click the name of your game Click Settings Click Game Settings Disable (click no) "Allow players to create their own Characters?" Disable (click no) " Allow players to transfer Characters?" That will prevent Roll20 Characters characters from entering or being created in your game.
