This goes against accessibility issues. Suppose someone has vision problems that REQUIRE them to zoom a scene in order to be able to see?
I see your point! Then maybe just avoid zooming out beyond the screen fit? Although the user could probably use the browser or OS settings for zooming in if needed, and this system would mostly be for use with generic "scenery" backgrounds where details don't necessarily matter (but of course it would depend on what use people make of it in the end!)

As a workaround to achieve a similar effect -- only If you don't need Roll20 features like Tokens, Grid, and Rulers on your scene, and your scene is just a single-layer stationary image -- then you could just use the "Shift Z" method for this. As GM select the scene map or main graphic and press Shift-Z, this will pop it up to players in "fill horizonatally/vertically" mode called a lightbox.
I wasn't aware of the Shift-Z command, thanks! I'll try it out. But yes, this is indeed for simple single-layer image without tokens, grid or rulers, a background to keep for theatre of the mind stuff :)
