Restricting Use of the 'Effects" Tool for Players

I love my players, but they feel the need to fidget when they are not "in the spotlight." Trying to run a serious moment when vibrant red explosions are lighting up the screen makes it really difficult to maintain my momentum. I would like to see a toggle added where the DM can enable or disable players being able to use the effects tool

In the settings, under graphics try ticking this box :) 
Heyo, thanks for your response. I believe that box turns off the animations for everyone, and while I suppose I could simply turn animations off and turn if back on when I want to use it, I would love the addition of another option that only affects the players in the game so I can check the box once and let leave it along.
