If another suggestion comes to fruition --- "Map Pins Linked to Handouts" then that would be a way to do it. (You'd have a GM token that you can click which opens a Handout, the handout can contain your Notes for that page).

Another way to do Page notes is use the Text Tool on the GM layer of the VTT (this is what i do, currently).
