Add the ability to lock text and drawings created with the "Text" and "Draw" tools

Currently, the lock function can only be used on tokens and images, however I would also like the ability to lock text and drawings to prevent myself from accidentally interacting or altering them, as you might have a number of things held in a small space, even if you separate components into layers. (IE, I might have both text and drawing in a room on the GM layer as I don't want the players to see, but only need the ability to edit one and might hit the other by accident, especially with the odd shapes drawings can make.)
