Top-Level Counter UI

I'd like to suggest a top-level Counter UI, similar to the Turn Order UI. I'd suggest the UI support: Exists in the Top-Level UI, similar to the Turn Order UI.  User can add/remove a counter to the list.  User can name counters in the list.  User can set the counters current value.  User can select a counter in the list.  User can select the "+" button to increment the selected counter up by one.  User can select the "-" button to decrement the selected counter down by one.  Bonus Point:  Support for configuring each counter individually with a Min and Max value, so that tokens can roll-over when reaching their defined limits. Bonus Point:  Support for adding Rollable Table Tokens as a counter and incrementing the counter also increments the linked Rollable Table Token face.

Cool mock-up. Interesting idea. You could do that with the existing Turn Tracker, but I guess you want it separate because you're already using Turn Tracker for initiatives? 
Correct, I'm already using the turn tracker for initiative and I have to take all the counters out, track them separately, then re-add them back when combat is over.  I also was able to hack it using API Scripts and Rollable Table Tokens, but that's not top level and quite the hassle to setup. It works fine if I know all the counters I need ahead of time, but not so great for adding a quick counter on-the-fly.
