Token Front/Back Layering is Bugged/Broken

I've scoured some of the threads regarding the issue and noted one that described sight and/or control being features to determine if a token can sit atop another, but it basically makes playing anything that may involve a vehicle or mount impossible as my player's tokens are all stuck under the horses and carts they're riding around on. Maybe it's just me, but I don't think having anything automatically place tokens higher on the Z-axis is a useful feature - especially something as arbitrary as control and vision, assuming that is still the case. It is the unifying problem in all of these issues, and I don't particularly see the value in it. The only thing I can think of that would be useful in this regard is if you can manually toggle whether specific tokens are ALWAYS on top, in which case you can set this toggle on a token as any other variable and then save it to a sheet so that it's isolated to specific tokens you deem it necessary.  Any time you would be prepping as a GM you can manually set which tokens should be above or below well in advance of session. Any time you would need to be concerned with it in play, you can easily adjust it with a few clicks. This feels like automation of a solution that didn't have a problem to warrant it, but maybe there's more to it I'm not apprised of.
