Are These Armour Classes Adding Up?

I don't think they are. The character is over-encumbered, so I don't need to worry about dexterity bonus, but plate mail is AC 3, plate mail and shield is AC 2. There are also: +2 for the magic part of the platemail +2 for the magic part of the shield +2 for whatever cloak he has +1 for Dwarf Booties of some sort +1 for a ring. That adds up to 8, or -8 from the AC which should be AC -6 How does the sheet get -9?

The +2 Cloak entry should be AC 10 and only apply the magic bonus.  The AC column will always pick the best in-use AC available.  By setting the cloak to AC 0, it's already better than your plate.  The first "Other" row can be used like a 3rd piece of armor (ie it has a direct AC field 10  thru 0) while the remaining "Other" rows are additive to AC. (ie +1 thru +10 )  FYI: The bottom of each column will show the best in-use and the best available. (hover over the totals)

I had the lowest armour class in the party and I was indignant that "Grundig's" surpassed my ("Derp") own! Now he's tied, darn it.  I must yell at the DM about Dwarven booties affecting armour class LOL. I notice though that with items below More, one does need to keep it at +0. Thanks Vince.

Think of the first Other row like a 3rd armor option. (it defaults to 10)  The remaining "Other" rows are really for things that modify your AC.  So they are +0 thru +10 (defaults to +0)
